MEMBERSHIP INTO INTERCON
There are no members, but a lot of participants.  Any licensed amateur who checks into our net becomes a "member".  No application is necessary.  However, being associated with the Intercon Net, also known as Intercon, does dictate that operators conduct themselves courteously, support Net policy, and exhibit all those virtues which have caused the amateur fraternity to gain such widespread favorable attention from the general public.  The Intercon Net was created to serve people, and we must all remember that being associated with The Intercon Net carries with it a responsibility to act in a manner that will reflect well on our Net.

GENERAL GUIDELINES FOR NET PARTICIPANTS
If you use the services of the net, respect it's rules and the rules of the FCC.  If you use the net to get together with another station and then go off frequency and do something which is not in compliance with the FCC rules and regulations, it will reflect poorly on the Net and perhaps cause you some trouble.

Third party traffic (including phone-patching) is covered in section 97.115.

No international business traffic should be handled. Conduct all third party traffic in English (or in a language in which you are fluent).  To do otherwise is to loose control of the use of your station and this is illegal.

Before you check in with traffic, be certain you know what frequency you will move to if you make contact.  Also, clearly announce which station will be doing the calling.

CAN WE HONOR TRAFFIC THAT APPLIES TO ANY LOTTERY?
The rule that applies to this is the same rule that applies to all amateur station communications-Section 97.113.  Any amateur station may transmit a message unless it is: expressly prohibited, transmitted for compensation, done for the pecuniary benefit of the station control operator or the station control operator's employer. - FCC

IS IT CORRECT TO CHASTISE A NET PARTICIPANT ON THE AIR?
There is no definite rule regarding this, except the rule that relates to good operating practice.  I like the analogy regarding the son that stole a cookie out of the cookie jar.  Is it right for the father to take his son outside the house and whip him in front of all the neighbors for all to know??  I doubt it.
